Circle Internet Group just received final approval from the OCC to establish First National Digital Currency Bank, N.A., operating as Circle National Trust.
This is a massive structural shift for the $73 billion USDC ecosystem because it allows Circle to directly manage its own stablecoin reserves under federal bank regulation rather than continuing to rely on third-party custodians.
The company submitted its application back in June 2025 and secured conditional approval last December, making this final sign-off the culmination of a year-long regulatory process.
Under its OCC-approved business plan, Circle National Trust will initially provide fiduciary digital asset custody for Circle and its affiliates. There is also a pathway to eventually offer custody services to a limited number of institutional customers, including banks and regulated derivatives organizations.
This is not about launching a consumer bank but about building federally supervised infrastructure specifically designed for digital assets and stablecoin reserve management.
The market clearly sees the significance here, with CRCL shares jumping 12-14% in early trading. What this really means is that stablecoin issuers are no longer waiting for comprehensive legislation to gain banking access, they are using existing trust bank frameworks to solve the custody and reserve transparency problem right now.
If you have been skeptical about stablecoins due to counterparty risk, this is exactly the kind of regulatory integration that changes the math.
